A. No person upon roller skates or riding any coaster, toy vehicle or similar device shall go upon any roadway except while crossing a street on a crosswalk. Such person shall be granted all of the rights and shall be subject to all of the duties applicable to pedestrians when crossing.

B. No person shall be allowed to ride upon any bicycle, skateboard, roller skates, hover boards, or similar device in areas determined by the Police Chief, or his or her designee, to be unsafe for such activities.
