The Commission may recommend waiver, and the Council may waive, any provision of these Regulations insofar as they affect a public use or purpose. No waiver may be granted unless the Council finds that it is in the best interest of the public, without impairing the intent and purpose of these Regulations. The extent and duration of the waiver shall be stated at the time of the waiver. (Prior code §  12-1-2)
