A. All electric lines, except those graded in three thousand (3,000) kVA capacity and above, and except switching cabinets and pad-mounted transformers, and all telephone lines and television cable shall be installed underground on all new construction which does not have said utility service to the building site, unless, upon recommendation of the Planning Commission, the Town Council determines that, due to surface soil conditions, it is impractical to do so.

B. The property owner shall be responsible for the requirements of this article and shall make the necessary arrangements with each of the public utility companies involved in the installation of underground facilities. Letters from each of the public utility companies indicating that the arrangements have been made shall be submitted to the Town Clerk at the time the application for a building permit is submitted to the Town.
