The citizens of Clarkdale have the right to fair, ethical and accountable local government. Local government’s responsibility is to earn the public’s full trust and confidence. Public officials must comply with the letter and spirit of the laws and policies affecting government operations. Ethical governance requires that each public official be independent and impartial in matters brought before them. Transparency of local government operations is key and deliberations and discussions are conducted openly, unless legally confidential, in an atmosphere of respect and civility.

Notwithstanding the standards, requirements, and prohibitions set forth herein, the United States and Arizona Constitutions, as the supreme laws of the land, guarantee to all, including elected officials, certain protections, rights, and privileges. Therefore, nothing in this policy shall be interpreted or applied in a manner which infringes or impairs any elected official’s protections, rights, or privileges guaranteed under the laws of the land.
