AAC 18-4-215.

A. Backflow prevention shall be required at every service connection to a user’s water system when the Water Division determines the potable water supplied by the municipal water system may be subject to contamination, pollution or other deterioration of quality by conditions or potential conditions within the user’s water system.

B. Backflow prevention required by the Water Division shall be sufficient to protect against the potential degree of hazard to the potable water supply from the user’s water system.

C. The Town shall have the right to refuse to provide potable water service unless consumer’s water lines or piping is installed in such a manner to prevent cross-connections or backflow.

D. It shall be the responsibility of the property owner to maintain and test required backflow assembly devices on all dwellings where a backflow assembly device is required. The Utilities Director shall determine when and if a backflow device is required. A backflow assembly device test shall be performed annually by a qualified third-party inspector. A test may be necessary after one (1) or more fire sprinklers have discharged, a service main is repaired or replaced, and an irrigation system is added, replaced or undergoes a major repair, or as required by the Utilities Director. Following any repair, overhaul, repiping or relocation of an assembly, the owner shall have it tested to ensure that it is in good operating condition and will prevent backflow. Backflow devices not requiring tests will normally include air gaps, hose bib vacuum breakers, dual check valves and open site drains.

E. Owners of all other use group structures equipped with backflow assembly devices shall submit annual backflow tests performed by authorized inspectors to the Utilities Department. The Utilities Director shall have the right to waive inspections and specify the kinds of devices to be tested. [Ordinance #383, 2017; Resolution #1538, 2017; prior code § 19-6-2.]
