The Town of Clarkdale Utilities Director or his/her designated representative shall serve as the Water Division Director and shall have full charge over and direction of the water system of the Town and all improvements, extensions, and equipment pertaining thereto, and shall have charge and supervision over all Town of Clarkdale employees assigned to the work thereon.
