A violation of this article shall be punishable under Article 1-6 if the owner or occupant or person in charge of a house or building fails to comply with this article within sixty (60) days of a request to replace or affix by the Community Development Department. For a first violation, the monetary penalty shall be not less than fifty dollars ($50.00) and not more than six hundred dollars ($600.00); for a second violation arising out of the same facts, the monetary penalty shall be not less than one hundred dollars ($100.00) and not more than one thousand dollars ($1,000).
