Any vehicle left unattended for more than forty-eight (48) hours within the right-of-way of a highway, road, street or other public thoroughfare or on any sidewalk is declared to be an abandoned vehicle, and the police shall forthwith remove the same from the sidewalks or streets of the Town at the expense of the owner of such vehicle.
