Any speed in excess of twenty-five (25) miles per hour shall be prima facie evidence the speed is not reasonable and is a civil traffic violation on every public street of the Town, except State highways where the posted speed limit is different and those streets designated by the Police Chief, or his or her designee, as having other speed limits.
