Except for Section 13-1-1, the word “violation” or “violations” means: (A) any act prohibited or declared unlawful by the code or Arizona criminal or traffic law; or (B) the failure or refusal to do any act required by the code or Arizona criminal or traffic law; “violator” means a person found by the Magistrate Court to have committed a violation. A violation of Chapter 14 constitutes a civil traffic violation subject to the provisions of A.R.S. Title 28. [Prior code § 1-3-31.]
